TPS were commissioned by Newcastle City Council to investigate and report upon the opportunity and means by which the City Council could establish a Car Club in the city.

The brief of this commission was to advise the City Council upon the key issues surrounding the introduction of a Car Club, based primarily upon a review of existing guidance and relevant case studies.

The report, which was completed this week, seeks to outline the options and suggest a way forward along which the City Council will have choices to make and objectives to identify. Where possible the report is able to recommend which of the various paths to follow to finally reach the point where the City Council will have sufficient understanding to be able to invite operators to tender for the introduction of a commercial Car Club in partnership with the City Council.
