All significant planning applications now have to be accompanied by an appropriate Transport Assessment to assist the local planning and highways authorities in their consideration of the impact of a new development on the transport network. Transport Assessment need to identify what measures may be required to deal with the predicted transport impacts as well as improving accessibility and safety, especially for pedestrians, cyclists and public transport users.

Although the need for, and scope of a Transport Assessment is usually determined through discussion with the local authorities, there are two basic levels of assessment:

• Transport Statement - for developments which have a relatively small transport impact; and

• Transport Assessment - for developments which have significant transport impact.
